That's Heat Recovery Ventilation, my dear. Instead of trading our nice, warm, stale inside air for nice, cold, fresh air, we will use our warm inside air to make the incoming fresh air a bit warmer. It's almost like perpetual motion! 
How many guys can stand on ladders in our mechanical room?
